Dragon-type Pokemon are notorious for their tremendous power. They're often revered as the strongest type of the franchise. Almost every dragon in the Pokemon universe is noted to be ferocious and dangerous, yet they're never portrayed as predators. They're portrayed as destructive forces of nature, but not hunters. None of them, except for Druddigon.
It's never explicitly stated what Druddigon hunts, but it can be inferred based on their PokeDex entry. The PokeDex states that Druddigon claims the tunnels made by Onix, Diglett, Dugtrio, and Excadrill as their territory, where they lie in wait for their prey. This implies that Druddigon hunts anything and everything that traverses these tunnels, including those that made them

Not all apex predators rely on strength or size to get where they are. On the contrary, a good majority of them rely on other features like venom, speed, and ingenuity to make their way to the top. This is the case with Arbok, another one of the Pokemon world's apex predators.
