That certainly sounded like an upgraded recruitment mechanic, but it's now been confirmed by Ubisoft that they'll also be summonable during combat. We don't yet know if they'll also have recruit missions like they did in past games, but it's still nice to see the mechanic return after having not properly appeared since Assassin's Creed Syndicate.
