First off, you need to be warned that this method requires a lot of bug exploits and trial and error, meaning you'll need to make sure you save your game regularly if you don't want to brick your entire save. To start, you need to attack and then knock out Minthara, solve the Goblin Crisis, and then take a long rest. This will make Minthara fall into despair as she'll know she's failed her mission.
Next, you need to head to Moonrise Towers and open up the teleporter in order to bring Minthara with you. Since only companions can use teleporters alongside you, you'll have to use Polymorph to turn Minthara into a sheep and then have a different character use Dominate Beast to make her a companion. You'll then need to used Improvised Weapon to bring the sheep to Ketheric's room, which will then kick off the normal events that lead to her recruitment.
However, Minthara is still a sheep at this point, so you'll need to split your party in two and have one half waiting down by the jail room that she's sent to after the meeting with Ketheric. You'll then need to push Minthara, now most likely in her Drow form, to start a fight to ensure she doesn't run anywhere. Disengage with her and then talk to the nearby questioners and halt their interrogation of Minthara, saving her and then allowing you to recruit her as normal.
If you somehow manage to do all of that, navigating all kinds of bugs and issues, you can recruit Minthara without the burden of a guilty conscience. Just know that this is a bug, Larian never intended players to have both Halsin and Minthara in the same party, and that you could potentially encounter problems down the line. It's all worth it for Minthara though, surely?
