Not by default, no. Keyboard ergonomic design doesn't come from the size. However, having a smaller keyboard can help stop you from making unnecessary wrist movements.
Am I Missing Functionality With A 60% Keyboard?
Technically, yes, but they're uncommon functionalities. Cutting out the Function row from the top of your keyboard removes any alt+F function unless you use an alternate shortcut. Similarly, cutting out the numpad makes things like alt codes for accented letters or special symbols impossible without other alternatives. You should decide for yourself if these are features you need.
