Emphasis on the "may have," since, even if a player is lucky enough to stumble upon a legendary crate, there is then no guarantee that there will be a Red Access Card inside. The other way to get one is by killing a player who has already found one and stealing it from them.
The fact that Warzone's developers are making bunkers this hard to access is a smart move. Otherwise, the bunkers would be flooded with everyone on the map every single round.
