The situation slowly changes over the course of generations, and only an exceptionally powerful ruler can hope to put an end to the conflict once and for all.

While S♔truggles can appear in any region where cultures clash, the Iberian Struggle is already in progress when the game begins in 876. Will you impose your beliefs on Hispania, or reach an accord with the diverse peoples of the land♏?

Updated on June 26, 2022 by Matt Arnold: A recent update has made it slightly easier for the many characters of the Jimena Dynasty to end the Iberian Struggle by force in campaigns starting in 1066. We've updated this guide to reflect the change.

How Do Struggles Work?

In Crusader Kings 3, a Struggle is a long-term cultural conflict that can take a significant portion of a camp✱aign to resolve - if it ever gets resolved at all. Each Struggle affects a particular region - the Iberian Struggle, naturally, affects the Iberian Peninsula.

Every Struggle takes place across a decades-long cycle of four phases; Hospitality, Opportunity, Compromise, and Conciliation. The Struggle will move on to its next phase when enough Catalyst Events - that is, specific inte♒ractions between characters involved in the Struggle - have taken place. For example, a war between two involved characters might hasten an upcoming Hostility phase, while an unexpected alliance might bring the region closer to a Conciliat♌ion phase.

Normally, only characters who are involved in the Struggle can trigger Catalysts. Interlopers are characters from outside the Struggle region who can trigger Catalysts, usually due to claims or alliances. However, since Interlopers aren't technically involved, interactions with them will rarely if ever trigger Catalysts.

Each Struggle has multiple possible endings, which can only be achieved by a single ruler taking one of the Ending Decisions in the Struggle interface. Each Ending Decision has stiff requirements, but will result in a major Prestige boost for the character that pulls it off and add permanent modifiers to the Struggle region.

Iberian Struggle Phases

The Iberian Struggle begins in an Opportunit꧂y Phase, which can end in either a Hostility phase or a Conciliation phase. The phase that reaches t🌳he requisite one thousand Catalyst points first wins. A Hostility phase is always followed by a Conciliation phase, and a Conciliation phase is always followed by an Opportunity Phase.

Opportunity Phase

During the Opportunity phase, it's much easier for characters to take advantage of the Struggle for their personal gain. Claims are easier to acquire and press, while both money and land can change hands rapidly. It's also much easier to change your Culture or Religion, or to bring diverse characters to your court during this phase. The following effects are always in p𝓀lace durin♎g an Opportunity phase:

  • Involved characters can hire Mercenaries at a thirty-percent discount.
  • Involved characters can Fabricate Claims in the Struggle region for Prestige instead of Gold.
  • Involved characters need less Prestige to declare war in the Struggle region.
  • Involved rulers can offer to join the wars of other involved rulers, receiving a lump sum of Gold if the war is won and their contribution was at least 100.
  • Involved independent rulers can ask an involved ruler of higher rank to join a defensive war in exchange for vassalage.
  • Involved rulers can use the Border Raid casus belli in the Struggle region, damaging the target County and gaining Gold if they occupy it.
  • Involved characters can convert to an involved Culture or Religion at a discount.
  • Learning the language of an involved Culture earns Prestige.
  • Granting land to a local character earns Prestige.
  • A ruler who increases the Development of a County with a Culture different from their own increases the Cultural Acceptance between the two.
  • Interfaith marriages are allowed for involved characters of involved Religions, even if they wouldn't otherwise be permitted.
  • Religious Councilors convert holdings within the Struggle region more quickly.
  • Holy Wars are unavailable in the Struggle region.
  • Involved characters can buy claims, demand payment from each other, and foment revolts.
  • Involved characters can enact the Abduct, Fabricate Hook, Claim Throne, and Befriend scheme against involved rulers, even if they otherwise couldn't.

Hostility Phase

The Hostility phase represents a period of tension. Wars are frequent, whether as a result ꦍof🗹 intolerance or personal ambition. The effects of a Hostility phase are as follows:

  • The Struggle Clash casus belli is cheaper to use.
  • Truces are shorter in the Struggle region.
  • Involved characters and Interlopers can start wars at a reduced Piety cost in the Struggle region, and less Prestige or Piety when declaring war against a character of a different Religion.
  • The Border Raid and Forced Vassalizaton casus belli are available, even if they wouldn't be normally.
  • Mercenaries cost thirty percent less if their employer is the same Culture as them and is involved in the Struggle.
  • Armies commanded by involved characters get +5 Advantage in combat and deal fifty percent more fatal casualties.
  • Involved characters' armies get twenty percent more Pursuit and Siege Weapon Effectiveness.
  • Involved characters have -10 Opinion of characters with different Cultures or Religions than their own.
  • Promoting Culture and Religious Conversion with Councilors is slower within the Struggle region.
  • Cultural Acceptance gains between involved Cultures are halved.
  • The Innovation bonus for Cultural Fascinations is halved.
  • Holy Wars are disabled in the Struggle region.
  • Dukes can create Holy Orders if they meet the requirements.

Conciliation Phase

A Conciliation phase ꧋sees the people of🍌 Iberia mingling and sharing ideas. New hybrid Cultures may emerge, and wars tend to be short and unpopular. The complete effects of the Conciliation phase are as follows:

  • Struggle Clashes target only one County and cost more Prestige.
  • Truces may be purchased from other characters for less Gold, and all truces between involved characters last longer.
  • The Conquest, Holy War, and Invasion casus belli cannot be used
  • Involved characters can use the Iberian Reclamation casus belli to take land in the Struggle region back from Interlopers and uninvolved characters.
  • Control growth in involved Counties is reduced by ten percent plus an additional hundredth of a point per month while at war.
  • Involved characters and Interlopers can create Hybrid Cultures more easily.
  • Involved characters have +20 Opinion of characters with a different Culture or Religion than their own.
  • Involved characters gain Prestige for releasing prisoners of a different Culture or Faith, and involved prisoners cannot be executed.
  • Involved characters are ten percent more likely to be successful with Personal Schemes, and the Learn Language scheme gets twenty-five percent more power.
  • Cultural Fascinations gain Innovation progress twenty-five percent faster.
  • Acceptance gains between involved Cultures are increased by twenty percent.
  • Interfaith marriages are allowed between involved characters, even if they wouldn't normally be permitted, and grant Piety.

  • Development growth is thirty percent faster in all involved Counties.
  • The Befriend scheme is available to all involved characters and is more powerful.
  • Giving Gold, Artifacts, or Titles to involved characters of a different Culture or Religion can lead to friendship.
  • Buildings in City Holdings cost twenty-five percent less, and all buildings are constructed twenty-five percent faster.
  • Involved characters are less willing to join schemes as Agents, and have improved scheme resistance to hostile schemes.
  • Involved characters can have one additional Personal Scheme in action simultaneously.

Th🐠e Compromise phase is a period when diplomacy reaches a peak. Peace negotiations are easier and truces last longer within the Struggle region. The complete effects of the Compromise phase are as follows:

  • Struggle Clashes can only target a single County and cost more Prestige.
  • Involved characters and Interlopers are more willing to accept a White Peace in wars fought over the Struggle region, and truces are longer.
  • Truces may be purchased from other characters for less Gold.
  • Duke-rank characters and higher can enforce truces on their vassals.
  • Involved characters get the Iberian Reclamation casus belli to take back land in the Struggle region held by an Interloper or an uninvolved character.
  • Wars against characters of a different Religion cost more Prestige.
  • Educating another involved ruler's child establishes a truce.
  • Levies reinforce fifty percent faster.
  • Involved defenders gain five points of Advantage in any combat within the Struggle region.
  • Involved characters get twenty-five percent larger Garrisons.
  • The Conquest and Invasion casus belli cannot be used by involved characters in the Struggle region.

How To End The Iberian Struggle

Rulers who gain control of the majority of Iberia can put an end to the struggle. There are three possible endings, based on how the peninsula is united. Each ending requires complete control of one or more of the followingꦡ key Duchies:

  • Galicia
  • Toledo
  • Córdoba
  • Valencia
  • Gothia

In each case, the Dynasty of the character ending the Struggle gains ten thousand Renown.

Dominance

A ruler who can completely conquer two or more of Hispania's de jure kingdoms and convert them to their Religion and Culture can proclaim the dominance of their people over Iberia. The prospective Conqueror must control the entirety of two or more of the key Duchies.

If the game started in 1066 and you're playing as a Christian ruler (usually the Jimena siblings or their descendants), you can take the decision to Unite The Spanish Thrones in lieu of controlling two or more de jure kingdoms. This reᩚᩚᩚᩚᩚᩚ⁤⁤⁤⁤ᩚ⁤⁤⁤⁤ᩚ⁤⁤⁤⁤ᩚ𒀱ᩚᩚᩚquires High Crown Authority and total control of Leon, Castille, and Galicia, but prevents you from losing the opportunity to end the Struggle i🥀f one or more of your royal titles are taken away.

This is also a great way to double-dip on Achievements, potentially earning Sibling Rivalry along with any other🎀s you unlock during your campaign! This Achievement requ🎃ires becoming Emperor of Spain in any Ironman campaign you started as a Jimena.

If all of these conditions are met and no other ruler controls more than twenty percent of Iberia, the ruler can become known as The Conquistador. Their House will have a much easier time subjugating lands belonging to characters outside their Culture or Religion for the rest of the game. Ending the Iberian Struggle through military might unlocks the Iberian Hostilities Achievement / Trophy.

Status Quo

If the Iberian Struggle is in the Compromise phase, a ruler of sufficient rep🌺utation who controls at least one key Duchy can bring an end to the conflict, convincing the lords of Hispania to accept that the peninsula will never realistically be united. The peacemaker must be of Fame Rank 4 or higher (Exalted Among Men), and there must be no wars in progress between rulers involved in the Struggle for the decision to be made. Additionally, one of the following conditions must be met:

  • No involved ruler other than the character ending the Struggle are King or Emperor rank.
  • The character ending the Struggle has a Strong Hook or a minimum of sixty Opinion with each involved ruler.
  • More than one-fourth of Iberia is controlled by Interlopers or characters not involved in the Struggle.

The character that ends the Struggle in this manner becomes known as The Pragmatic. All Duchies completely controlled by a realm become de jure part of that realm, regardless of their previous status. The Empire of Hispania can never be created, and all de jure Kingdoms in the region with six or more Counties become de jure Empires. Smaller kingdoms become de jure part of these new Empires. Independent capitals in Iberia at this point gain permanent defensive bonuses.Las🅺tly, Holy Wars against Cultures and Religions that were involved in the Struggler are fifty percent more expensive for the rest of the game.

Ending the Struggle by accepting the Status Quo unlocks the Iberian Compromise Achievement / Trophy.

Détente

A ruler who is Exalted or higher in Prestige Rank can bring peace to the peninsula during a Conciliation phase. They do not need to control any of the key Duchies, but they must completely control any single de jure Kingdom that is part of Hispania. The peacemaker may not control more than half of Iberia, and must have an Alliance with every involved independent ruler at the same time.

This is easiest ifꦓ Iberia has consolidated into a few powerful realms, ideally ruled by members of your Dynasty.

By setting aside Iberia's differences, the peacemaker becomes known as The Equitable. Their House gains a permanent +15 Opinion bonus from characters of other Cultures and Religions, and they get a bonus to the Learn Language scheme for the rest of the game. All Cultures that were previously involved in the Struggle gain fifty percent more Acceptance with each other, and can join each other's defensive wars against characters from outside Iberia at will.

Additionally, all previously-involved Cultures permanently allow interfaith marriages, and can no longer declare Holy Wars against one another. The player will receive the Iberian Conciliation Achievement / Trophy.
