How To Get The Mating Tent
Before the Mating Tent is unlocked, you need to hold a Sermon and be introduced to the Sin mechanic. Once Sin is introduced to your cult, the Mating Tent will become available in the Shrine's Divine Inspiration tree.
The Mating tent is in the upper left corner of the tree; you'll have to unlock the Sleeping Bags and Prison first.

You have to use one piece of Sin at the Mating Tent to gain access. Once you've exchanged some Sin, you can pick two Followers that you want to mate.
