With Claim Vehicles installed, V is granted access to the NCPD's power to "legally appropriate" any citizen's wheels, transferring their car ID over to you permanently.
As explained in the mod's description, creator DeepBlueFrog sets out how the "Legal Appropriation and Impound ordinance of 2055" works. Basically, in the name of combatting Night City's sky-high crime rates, the NCPD was given the ability to claim ownership of "any vehicle they felt like at any given time." It doesn't matter if it was actually involved in a crime or not - if the cops want it, it's theirs. A lovely authoritarian nightmare that fits into Cyberpunk nicely.

If you cast your mind back to the start of the game, Viktor actually hooks V up to the NCPD's database. And now with this mod, that extends to their ability to nick any car they fancy.
Because of how the game despawns non-V vehicles, you won't always be able to save exact copies of what you steal. But accordin💯g to DeepBlueFrog, it will be as close as possible to the model you want. So head down to the Afterlife car park and shop around - all the coolest wheels seem t🐈o be there.
