Yes, Daredevil and the TMNT are connected. In fact, they share the same origin story.

While not as widely known as characters like Spider-Man or Hulk, Daredevil's origin story is just as old as the aforementioned Marvel heroes, dating back to 1964. In this story, Matthew Murdock saves a man crossing the street from an oncoming truck. However, this causes the truck to spin out of control, spilling the radioactive substance it carries.

Matthew is blinded by this substance, but his exposure to the radioactive element heightens his other senses. With his new superpowers, Matthew Murdock takes on the title of Daredevil, fighting crime in the gritty neighborhood of Hell's Kitchen, New York.

What you may not know is that that chemical spill actually leaked into the sewers beneath New York, eventually spilling onto four baby turtles, mutating them into half-humans, half-turtles.

The creators of the original Teenage Mutant Ninja Turtles comics, Kevin Eastman and Peter Laird, drew inspiration from the Daredevil comics, specifically Frank Miller's run in the 80s. These similarities are no mere coincidence, but the worlds of Marvel and the Teenage Mutant Ninja Turtles are not actually connected. There have been no official crossovers between Daredevil and the Teenage Mutant Ninওja Turtles. The TMNT have done crossovers with Batman and the Power Rangers, so there is precedent for a collaboration between Daredevil and the Turtles, perhaps in the future.
