Emperor Palpatine was often bored. Once in his ultimate seat of power, Sidi𝓡ous needed various forms of entertainment to keep him feeling alive. The conceptual design by George Lucas for The Phantom Menace was that Jar-Jar Binks was a Sith Lord in hiding (much like Palpatine). Ahmed Best, the voice actor for Jar-Jar Binks, has confirmed that Lucas changed the script following the Star Wars community’s reaction towards The Phantom Menace.
