How To Trigger The 'Sit In Judgment' Quest

Throne room in Skyhold in Dragon Age Inquisition.

Interacting with the throne in Skyhold will trigger the quest, prompting you to cast judgment over the Inquisition's prisoners, providing you have some in your cells.
