Though you will likely already have a prisoner by the time you reach Skyhold, you will need to leave the area and then return in order to prompt the first 'Sit in Judgment' quest. For a full list of all judgment choices you can make and the outcomes, we've got everything covered right here.
Updated December 27, 2023: We've updated this guide with additional information and also detailed whether you will truly gain an agent from certain choices, as there are times you will get the 'Agent Acquired' notification, but you will not actually get an agent in the perk list.
Please note that while the main quests and side quests relating to each pr🌠isoner are listed, their capture can also depend on the choices made during those specific quests.
How To Trigger The 'Sit In Judgment' Quest
Interacting with the throne in Skyhold will trigger the quest, prompting you to cast judgment over the Inquisition's prisoners, providing you have some in your cells.
Chief Movran The Under
Captured via Side Quest: Lost Souls (Automatically unlocked when you complete the Scout the Hinterlands war table operation.)
There is more than one option fജor making Chief Movran an agent for the Inquisition, though one of them does not result in him being listed as a proper perk for the Inquisition.
We recommend assigning him t🍷o Aber♈nache if you have that option available.

Much like Movran, though it appears as though there are two options ꧙to make Servis an agent, one of them results in him not being properly listed as a perk.
We recommend making him an informant for Leliana if you want anoth🐻er agent.
