Android 18's Super variation joining Xenoverse 2's roster comes as quite a surprise considering she lost the Conton City Hero Vote and was expected to just never make it into the game. Bandai Namco didn't reference the Hero Vote when announcing Android 18 as DLC, but it does seem to suggest that the Vote didn't decide if a fighter was going to be added, and instead just decided when.

With that in mind, it seems incredibly likely that Xenoverse 2 is going to end up adding all of the characters from the Conton City Hero Vote that didn't end up making it into the game. That means that, despite not being revealed alongside Android 18 yesterday, it looks like we're going to end up getting Bergamo as a DLC fighter at some point in the near future, as he's the only one left from the Vote not to be in the game.
