The Tech Lab's first tier w🔯ill be available once you have the generator online. It will simply cost you an Ironhaven Crate. This tier provides a one-time enhancement for three of your ship's abilities. After you purchase all three of these enhancements, you will have more effective lights, a better spyglass, and a more effective foghorn. These enhancements are cheap and permanent.

You will unlock the second tier of the Tech Lab once you complete the first fish request given to you by the Scientist. This tier of the Tech Lab is even more interesting than the first. Instead of these items being one-time permanent upgrades, they are instead upgrades that affect a specific aspect of your boat, while taking up a single tile in your hull.
These items don't require specific tiles either. Anywhere will do. As far as I could see, the only limitation is how large your hull is. I had 28 Trawl G⛄uidance Chips on my ship, and I was catching fish by driving my boat around at an alarming pace.
Pairing a number of Trawl Guidance Chips with the Material Harvester will make it easy to quickly acquire more crates, as you will be able to assemble them out of materials you pick up with your net at the foundry.
