The fishing spot you're looking for will be found in the Seasidꦺe Cavern.
Enter the cavern and keep running until you get to the middle part where you'll see a small secluded area at the top. You'll see a small house to the right wh🐷ile getting to this area and an Iron Ore deposit right at the end of it. Get near the edge beside the Iron Ore dep💧osit and you'll be able to start fishing.
We weren't able to fish the Wheel-Eye Bream here after getting it for the first time and recruiting Huang, so it could be a quest-specific fish.

Even when you've started the quest, Wheel-Eye Bream is a rare fish that you might not get in your first couple of tries. Keep coming back to this spot whenever the fishes are back and playing the minigame, and you'll eventualꦚly land on one.
