Of course, we know that the show is set in California, so Ranger_Houston has done their best to try and find a location within California that is similar to the Salt Flats, and El Mirage Lake looks like the most likely candidate. Thankfully, the El Mirage Lake is home to the Edwards Air Force Base, which is a rather large and complex military base that would be perfect for Brotherhood occupation.

Adding to the theory that the Brotherhood is based in El Mirage Lake, it's also worth pointing out that General Atomics can also be found in that area too, which is a privately owned company that "develops advanced technology solutions for government and commercial applications". It could be a very funny coincidence, especially since a company of that name features in the Fallout series, but we do know how much the Brotherhood loves its tech.
