Gone Ape
If a Feral Ghoul, an irradiated zombie focused only on tearing you apart, doesn't strike you as scary then you're more hardened than most people. What probably will do it though is a Ghoulrilla, an irradiated gorilla focused only on tearing you apart, introduced in the Nuka-World DLC.
The Ghoulrilla don't count as a singular character, but they're such a fascinating inclusion to the Fallout setting. We've seen how other animals mutate, but gorillas becoming ghouls in the same way humans do makes perfect sense.
13 ♏ Bobbi No-Nose ✱
No Chance Against Hancock Either
Bobbi is a great character who really helps sell the Fallout setting. Not only is she a ghoul, but she's an opportunist and someone of relatively low moral fiber. It isn't hard to see how people like her are shaped by the apocalypse, making her a believable part of the world.
When it comes to choosing between her and Hancock, there really is no reason not to go all in with Hancock and give Bobbi a permanent send-off, but that doesn't make her any less compelling.
When it comes to the almost inevitable clash with Bobbi, it's worth remembering that her level scales with yours. Not only that but she has abnormally high health, on par with Kellogg, but has absolutely zero armour to back it up.
12 ♒ Arlen Glass 🍸
Lost His Giddyup
Arlen is one of the most human characters in the game, ghoul o🌠r otherwise. A man driven by his work as a toymaker he neglected his family, and then had his business stolen out from under him to be repurposed to produce landmines for the army.
All Arlen wants is to make one last Giddyup Buttercup toy, to bring a little joy into a child's life once again. He's a tragic figure whose quest is well worth exploring fully.
Arlen Glass is regularly, in fact almost always, killed when The Slog needs to be defended. You can try to a𓆉void this by not clai🦹ming The Slog as a settlement, or by building up its defenses significantly if you do claim it.

Don't Dance Around Her
May-Pole is one of many pieces of content for Fallout 4 that were ultimately cut from the game. Thanks to character artist Jonah Lobe we have some information about her. She was intended to be a 300-foot-tall irradiated ghoul who looked lik𒉰e she was constantly melting.

This is a somewhat sad quest; however, it is one of the more emotional missions within Fallout 4, and you'll likely love getting to meet this interesting (yet evil) character. Edward Winter is one of the more evil Ghouls around, but that adds to his unique personality.
Eddie Winter willingly put himself through a radiation experiment to obtain an increased lifespan, turning him into a Ghoul. It's postulated that this possibly makes him the first-ever Ghoul.

Tommy could even be described as somewhat of a protector or father figure for Cait. Regardless, Tommy seems to have a kind heart, and you'll enjoy his interesting dialogue. A little digging can reveal he quietly reports to the Synth Retention Bureau, helping them recapture runaways.
Tommy Lonegan is, oddly, one of only five male ghouls in the gamꦫe to sport a full head of hair. The others are Eddie Winter, Father Gabe, Ham, and ﷽the Vault-Tec Rep.
8 💮 Edward Deegan
Loyal Up To A Point
Edward Deegan is encountered during the Cabot House q🌸🍸uestline, and you will be able to interact with him initially by either showing up at the house or at the Dugout Inn in Diamond City.
Edward Deegan is a fascinating character, he has been working for the Cabot family for years and will assist the player with the questline to complete the various tasks that Jack Cabot assigns to the player. Edward is a very stern person, and he doesn't let anything stop him from reaching his goal.
7 Zao
Zao is a Chinese submarine captain, and he was present on the day that the bombs dropped in Boston. Zao is interesting, and he doesn't speak much English, which makes him very different from most characters within Fallout 4.

Zao was originally intend༒ed to have a much larger role in the game - assisting th൲e player in a journey to an undersea Vault - but sadly the content was cut.

Valery is present within the Vault-Tec DLC in Fallout 4, and she is one of the most unusual characters that you'll likely encounter in the entire game.
Valery has a bizarre personality because she was building a Vault before the bombs dropped, and she is determined to see that work completed. Valery will interact with your character while ꧒they create a Vault and give them missions to create different experiments for the settlers to partake in.

Silver Shroud Superfan
Kent Connolly is a major part of the "Silver Shroud" quest, and he is how you will initially obtain this mission. He's a radio show operator and can be listened to on the air if you're close enough to Goodneighbor.
The most notable thing about Kent is the fact that he is a very shy character. However, he can be brave when the situation calls for it. The interesting superhero 𓆏quest that Kent will assign to you is one of the best in the game, and fans love this character even if he does have some quirks.
