Viper has a pretty simple rotation compared to the rest of the melee DPS jobs, it doesn't have a burst window for you to work around, and while the positionals can take some getting used to, they become muscle memory after not too long. It feels like making that simpler will just make Viper less fun to play.
Thankfully, Pictomancer has emerged largely unscathed, though Patch 7.01 will remove the ability to manually disable th𝔍e effects of Subtractive Palette and Aetherhues.
