According to the developer blog, the server needed to be taken down "while update maintenance [was] in progress." The update was🅷 scheduled for yesterday between 7:00am to 11:00am UTC+8, so the servers are back up and running, and your Primogem wallets should be a bit fatter.
There only requirement was that you had to be Adventure Rank 5 before maintenance began. miHoYo sent out the currency using the in-game mail system a few hours after the server downti𒀰me ended, so if you haven't checked your inbox, be sure to do so soon🌠.
