Claymore characters aren't as hyped in the game due to their slow attack speed and lack of good weapons, but Kaveh was an exception. He has some special abilities to make the Bloom reactions even better and deal high damage at the same time.

If you go through Kaveh's abilities by heading over to his Talent screen in the character information menu, you'll see various mentions of the Bloom reaction and Dendro Cores. His kit is essentially built aroun♏d the reaction and here are all the skills that contribute to it:

Deals instant damage in a certain area and forces all the Dendro Cores to explode. Moreover, his Normal, Charged, and Plunging attacks will deal Dendro DMG for a bit and the Bloom reaction damage will increase.

An Architect's Undertaking (Passive)

Taking damage from Dendro Cores, including Burgeon and Hyperbloom, will heal Kaveh based on his Elemental Mastery.

These abilities make it obvious that the best build on Kaveh will be based on the Bloom reaction. You'll be using him as the reaction trigger in this build, so you'll need some off-field Hydro applicator unless the enemy has permanent Hydro element like Slimes, Abyss Heralds, or Fatui Skirmishers.

Since he'll be the one triggering the reaction, you'll need a ton of Elemental Mastery. This is essentially fulfilled by the Flower of Paradise Lost artifact set. It gives Kaveh 80 Elemental Mastery and increases his Bloom reaction damage by 40 percent from the start. You'll increase this damage even more every time you trigger the reaction.

While this team is already strong regardless of the party members used, it'll get much more value if you use Nilou's Bountiful Cores.

You can also use the Gilded Dreams artifact set on Kaveh for this build but you'll get far less value. This is because it's recommended to use another Dendro character with Deepwood Memories in his team, which will remove one stack of Elemental Mastery from the artifact set, bringing the total to 180.

When it comes to the weapon, Mailed Flower is the best in slot for the build. Although, some people might not have the weapon as it was a limited-time event exclusive. If you played during the required event, you'll already have it on Refinement Five and you can put it on Kaveh without thinking twice.

If you don't have that weapon, you can always use Forest Regalia as a replacement, which is a free-to-play weapon.

It i🌳ncreases your Energy Recharge and gives you some Elemental Mastery upon triggering reactions.

Energy Recharge will be quite an important stat on this build as Kaveh's Burst is the main source of reaction triggers, and it has a high 80 Energy cost.

While it's satisfying to see enemies' health getting deleted from the Bloom reaction, some people might want to see bigger numbers on Kaveh's personal damage. This build will do that for you by using a different Dendro reaction. Quicken triggers when♎ Dendro meets Electro on a particular opponent.

This leads to you being able to trigger two reactions based on the elements applied. For Kaveh, you'll have to apply Dendro to an opponent affected by Electro after Quicken occurs to trigger the Spread reaction. This will heavily increase the damage of th﷽at Dendro attackཧ, which will stack with a Crit hit as well.

It's important to remember that you'll mostly not be using the Dendro Core mechanic of Kaveh on this build.

Even after that, Kaveh's high multipliers make it possible to get decent damage here.

You'll be able to see higher damage numbers with this build, but your overall damage will be lesser. It's recommended to use this only against hordes of enemies and you'll need some form of crowd-control to group them up. The items required for the build are also quite strict, including the weapon called Makhaira Aquamarine.

This weapon was released on the weapon banner alongside Kaveh, so there's a high chance that most people don't have it. You can always place one of the mentions in the Bloom build as a replacement. Makha🎀ira Aquamarine gives you Elemental Mastery and increases your ATK based on your EM.

This will fulfill the role of giving Kaveh two important stats for this build, making it easier to get the required artifacts.

Talking about artifacts, Kaveh will be using the Deepwood Memories set himself for this. It decreases an opponent's Dendro RES by 30 percent if you have four pieces, which is quite important for Kaveh's Spread damage. You'll also need a ton of Elemental Mastery on your artifacts for this build.

You might see a lot of skills on Kaveh's Talent screen, but you can only upgrade three of them regularly. Other than that, you'll unlock the passives after ascending him a certain number of times. If you have the resources to upgrade his Talents, your Burst will take priority if you're using the Bloom team.

This is because it gives a damage boost to the Dendro Cores, which is where most damage comes from in that build. Follow this up by upgrading your Normal Attacks, and you can reverse the priority of these two talents for the DPS carry build. Finally, you can upgrade his Skill last, though it's still important to upgrade it.
