The is an equipment Stratagem that must be purchased from your ship's menu before you can use it. You'll need to be at level 18 before it unlocks from the Engineering Bay and pay 7,500 Requisition Slips to permanently unlock it.

The LAS-99 Quasar Cannon is an energy weapon, which means that it has unlimited uses but will need time to cool down after each use. All you need to do to use it is to hold the 'Aim' button and then hold the 'Fire' button to cause the weapon to charge up. Continue aiming the weapon steadily at your opponent until it fires.

You can destroy Hulks, Spore Spewers, Chargers, and more with a single Quasar Cannon shot as long as you hit them head-on.

The Quasar Cannon has unlimited uses, but it needs to cool down in between each shot before it will let you fire it again. If you still have the weapon aiming after firing, you'll notice that the reticle remains red until the symbol next to the gun on your lower left HUD is emptied.
