Seluvis will ask you to meet him where his real body is located, and there, he'll grant you a potion that you can deliver to Nepheli, or, alternatively, to her father. The quest offers an interesting moral conundrum, yields a solid reward, and will unlock Seluvis as a merchant of spells no matter which option you choose.

The characters of D and Fia are encountered separately during your travels. D Hunter of the Dead can be encountered near the Summonwater Village in Limgrave, warning you of its dangers. If you proceed to defeat the area's boss, you'll later find him at the Roundtable Hold, where he'll task you with collecting Deathroot from certain bosses. He'll even serve as a merchant.
Fia is also located at the Roundtable Hold, sitting in a bedroom. She will offer you a stamina buff in exchange for a hug that slightly reduces your max health. It may initially seem that this is her entire role here, but if you return to her after visiting the Atlus Plateau, she'll grant you a knife to give to D. Once his health is low enough, Patches will attempt to surrender.
Accepting Patches' surrender will allow you to snag even more treasure from his lair, and Patches will begin to relocate to various areas around the map. He'll eventually settle into the Volcano Manor, and finding him here will initiate a quest line that many players overlook entirely.
