Choosing the main stat of Link Rope between Energy Regeneration Rate and HP Percent completely depends on your play style. Fu Xuan can already regenerate extra Energy if you use her Skill while the Matrix of Prescience is active. You can easily have her Ultimate💞 bac🌠k in time if you play her turns properly.
However, if you want to use her as a solo sustainer and avoid risks, it's better to have an Energy Regeneration Rope to guarantee a good uptime on your Ultimate.
Best Light Cones For Fu Xuan
Fu Xuan's Light Cone situation can also be a bit questionable in the current state of Honkai: Star Rail. As you'll see in the table below, she has a ton of choices, but none of these Light Cones perfectly synergize with her apart from the signature🦩 one. With that in mind, here are your best choices:

Once you acquire Fu Xuan on your account, the first trace you'd want to upgrade is her Skill. The extra HP and 🐲Crit Rate are far too good to pass on, especially for your Harmony and DPS characters respectively. After that, you can work on her Tale🧸nt since it reduces the DMG taken by your allies even further.
Finally, you can upgrade her Ultimate and Bonus Abilities whenever you get a chance. Upgrading the Ultimate only increases her damage, which isn't as necessary since she's a sustainer.
Is Fu Xuan Worth Pulling?
After using Fu Xuan even in her trial, you'll already be able to tell that she's by far the most fun Preservation unit to play. However, making her a solo sustainer on your team can be much harder than a shielder like Gepard or a healer like Luocha. You'll still need another healer in Swarm Disaster no matter what.
If your account is lacking sustainers since you need at least two for Forgotten Halls, Fu Xuan is definitely a great character to have. Moreover, if you're thinking about getting some of her Eidolons, the second one can be a good place to stop since she'll get the best buffs already.
You can go for the sixth Eidolon to use Fu Xuan as a semi-DPS character, but it's not worth the money you'll be spending.
