Make sure you get just within range and then let loose, backing off when you need to. Avoid using dragon breath rounds, as they aren't a great choice in the water.

Pistols may be an odd choice to bring to a boss fight. But the Caldwell Chains are a little more than your average pistol. With one in each hand, you'll have a potent weapon to go against Rotjaw, even on her watery turf. The best strategy for these pistols is to find a safe space on land that you can unload into Rotjaw

The key to using this gun against Rotjaw is simple: control. It can be tempting to go into this fight unloading one magazine after another into the mouth of the creature, but that's a good way to end up floating in the water. Get in close and burst fire to the best of your abilities, moving away when she gets too close or your health starts to dip.
5 Crossbow
Not an obvious choice, but one that will come in handy in the right hands. Make sure you've played a few rounds with a crossbow before diving into a fight against a boss with one, though. The generic crossbow is a fair weapon to use against anything, but it really shines when you use one of the specialty ammo options.

It isn't recommended to use the melee attack of the Bomb Lance against Rotjaw, as that will leave you open for one of her vicious bites, but it is good if you run out of other ammo.
The key for this weapon is the explosive charge at the end of the weapon. Once she surfaces, lodge one of the charges between her scales, which will take a good chunk of her health. Just make sure your friends aren't nearby.
