Option One: Create Chaos
Build it and they will come. Yeah, that doesn't apply to Rico's army at all. If you want to recruit more squad reserves, you need to blow things up. Scratch that - you need to blow everything up. Chaos is the core of Just Cause's DNA, so it's no surprise that it is also the key to unlocking more regions in this♔ eꦆntry.
Creating chaos is simple. Use your guns, explosives, grapple hook, and whatever else you can find to destroy the Black Hand's bases.
