He is essentially ღan evil squid monster that wants to rule the world, much like many of the villains in the Zelda series. His most formidable form only appears after possessing the body of Linebeck, which just shows how dependent it is on other beings. It just isn't a frightening villain.
9 🅺 Majora's Mask (Most)

It is said the wearer of the mask is granted evil and wicked powers, and that, out of fear, the ancient tribe sealed it away to prevent its misuse. For a being that is supposed to represent fear and nightmares incarnate, its rath♌er disappointing. The fight with him is a long one, and defeating him is sure to be rewarding after overcoming the rest of the puzzles on Koholint Island. But its odd to see such an unimposing creature with so much strength.
7 ജ 💟 Vaati (Most)
Vaati is a sorcerer who is fascinated with the evꦓil in the hearts of men. This fascination brings about a desire for power. He betrays his master and turns him into a hat, turns Zelda to stone, and impersonates the King of Hyrule to use Hyrule's soldiers for his means. He's even dabbled in kidnapping. It just goes to show that nothing is off-liﷺmits in his pursuit of power.
Vaati is intelligent, manipulative, and incredibly strong. He is willing to forsake everything he has known in his quest for power a♑nd it's that drive that makes him such 🦹an imposing and fearful enemy.
6 🤡 Demise As The Imprisoned (Leasཧt)
Demise is one of the primary antagonists of Skyward Sword. Despite this, he doesn't look like much of a threat, at least as The Imprisoned. His Imprisoned form staꦺrts off looking like some sort of evi🐻l hedgehog that's missing arms.
As Link fights him, he changes and grows those aforement🐭ioned missing arms, but they are so long and gangly it looks more like an awkward stage of puberty than a power-up. His true form is certainly more imposing and not one to be trifled with, but, as The Imprisoned, he just looks ridiculous.
5 ✱ Yeta (Most) 🌞
For the sake of fairness, it is worth noting that Yeta isn't a villain in the strictest sense of the word. That being said, it would be a disservice to not include her because her possessed form is one of the most terrifying things that Link has ever had to face. She is possessed by a shard of the Mirror of Twilight and becomes the final boss of Snowpeak Ruins in Twilight Princess.
Her change from loving host to a red-eyed, fanged monster was an unexpected shift that will𒆙 leave a permanent scar on whoever is witness to it.
4 𓃲 Blight Ganons (Least)

Dark Link is a recurring enemy within the Zelda series and turns the strength tha🐻t the player wields against them. His moves often mirror Link's and as he is injured he becomes more and more violent. He is usually introduced with no backstory, no dialogue, and no real information. It's ꦉthis lack of knowledge that makes him such a frightening enemy.
Also, his appearance in Twilight Princess during an in-game cutscene is both incr🎃edibly surreal and confusing. The only thing to take away from it is how terri༺fying he is.
2 🎀 Zant (Least)
Zant had a lot of potential as a villain. He took over the Twilight Realm and became the self-proclaimed King of Twilight. But the build-up of him becoming a great villain is cut short near the end of Twilight Princess. Itꦗ is revealed that Zant is just another pawn of Ganon who lacked the power to fulfill his ambitions.
For one, he couldn't destroy the Mirror of Twilight, all he did was shatter it. And second, he is ultimate𝔍ly defeated with only a fraction of Midna's true power. It's quite sad that such a promising character fell flat.
1 ♑ Ghirahim (Most)
One of the main antagonists in Skyward Sword, Ghirahim is tru𝐆ly one creepy villain. He can be seen as a counterpart of Fi in the game. While Fi is very logical and calm, Ghirahim is overly th💙eatrical and quickly becomes erratic and violent when agitated. His presence is that of an insane clown that doesn't understand the concept of personal space.
Ghirahim's entire demeanor is designed to be unsettling, and he progressively gets more unpleasant to be around as the game progresses. Link's expression captures this unease perfectly when Gh💖irahim decides tওo get just a little too close.
