Talk To Victoria

After the conversation ends, wait for Samuel (the janitor) to climb the ladder next to the girls. When he does, a cutscene triggers, showing you his paint bucket. You must see this to be able to tamper with t♛he thing later.
Mess With The Bucket
Once you've witnessed the paint bucket scene, rewind all the way back so that the bucket is on the floor and Samuel is far away from it. Then go up to the bucket and hit the 'Tamper' prompt. Max will loosen the handle, which will make it fall when Samuel hangs it up.
Boost The Power On The Sprinklers
The bucket is prepared to fall, but Victoria isn't yet in position. Therefore, before Samuel tries to hang it up, run over to his custodial room to the left - if need be, you can rewi🅰nd a little to give yourself more time.

After the paint incident, Victoria's friends leave to get her some towels. You can then stroll up to talk to her. As you'd expect, she's in a less talkative mood than before. And you can rub it in or comfort her. Either way, she allows you to pass, and you can finally enter the dormitories.
