A 5/4 for six mana isn't bad when it also has flying and an ability that benefits other creatures of yours. The prototype mechanic allows you to get a 3/3 for three mana, which is identical to Resplendent Angel. Steel Seraph gives one other creature you control flying, vigilance, or lifeline.

Flying is the way to go if you need to go above your opponent's defensive line. If you're against Mono-Red or running low on life, lifelink is your best chance at survival. This is similar to Gideon Blackblade's loyalty ability.

The only drawback is that it happens once per turn. They couldn't let a three-mana enchantment in white be that good at drawing cards.
