The image was just shared online by the Twitter user @404LEAKbackup and has been backed up by prolific game leaker, Miller Ross. The image also seems to confirm one of the team-up abilities that Ross leaked back in May, which indeed stated that Cap would become more powerful if put on a tea꧒m with Thor.

According to Ross, this was added to Marvel Rivals in a recent update, just not anywhere that the public would typically see. With this in mind, it's looking like developer NetEase is preparing to have Cap in the game very soon, perhaps by the time the public is able to play the game again.
If the image is legitimate, then we can expect Cap to join the Voltaic Union team-up, giving him lightning abilities. Thi🐽s was stated in a previous leak too, before the team-up was even in the game.
