Not only is he willing to personally wrong people to get what he wants, but he and his Shadaloo organization are responsible for the tournament in Street Fighter II. He's not afraid to go out of his way to orchestrate massive changes in the world to get closer to being the dictator🧜 of all the nations on earth.

Shao Kahn is scary not just because he's the emperor of a realm that very closely resembles hell, but just look at the company he keeps. He enlists the services of monsters and w♏izards like Goro, Motaro, and Shan𓄧g Tsung.

Outworld is the name of the realm that Shao Kahn is emperor over. There are 5 other realms in the Mortal Kombat universe as well. Shao Kahn's ultimate goal is to eventually gain dominance over the entirety oꦏf the realms, by merging them all with the Outworld. Even if Shao Kahn wasn't an absolutely monstrous ruler, this isn't a favorable outcome for any of the realms since Outworld is mostly wastelands, pools of acid, and trees with faces on them.

5 M. Bison Is A Dictator 🍰

M. Bison's character design, controversially enough, is based on Josef Stalin, dictator of the Soviet Union. He runs a drug and weapon smuggling empire, including biochemical weapons. There's a good chance also that before she was a victim of amnesia, Cammy worked for M. Bison. While M. Bison is a pretty evil guy, he tre♈ats the three people closest to him well, those three people being Vega, Blanca, and Sagat. It's also implied that M. Bison is responsible for the murder of T. Hawk's entire tribe.

4 🌱 Shao Kahn Killed Raiden

The Mortal Kombat series rebooted during MK 9, thanks to how convoluted the lore had gotten up to that point. The 9th game opens with a giant battle between Outworld characters aligned with Shao Kahn and most of Earthrealm's heroes fighting against them under the leadership of the lightning god Raiden. Shao Kahn is well-known to fans of the Mortal Kombat franchise for being excruciatingly difficult to defeat.
