The current Imperial Empire and religious practices in The Elder Scrolls are largely thanks tꦫo Alessia, a notorious slave who rose to free humanity f🐭rom slavery.
She began as a slave for the Ayleids but quickly turned the tide. Through Aedric visions granted to her, she led a rebellion in the First Era and freed humanity from the Ayl𒅌eids. It fo🌠unded the First Cyrodillic Empire, and she spent her time as the first Queen as finding the Eight Divine religions that are commonly referenced today. Her influence is astounding and her usage of prophetic visions and managing a rebellious faction is no small feat, both physically and mentally.
8 Dagoth Ur

He isn't a part of their council, however, as he is so powerful and revered by the council he could simply ask for a spot and no one would hesitate. M'aiq knows many things. He knows all of the changes made between every Elder Scrolls in⛎stallment and comments on them. He also knows he is the best being in all of Tam🥃riel.
M'aiq is an inside joke among Bethesda and the Elder Scrolls community, commenting on changes every game has made and some general silly things about the series. This fourth-wall breaking nature, however, is only really shown with those who have achieved CHIM. This is something very few creatures have achieved, but M'aiqs fourth-wall breaking nature, whether a joke or not, makes him one of the smartest creatures in the series because of this awareness.

Tiber was not intelligent when it comes to scholarly knowledge. Unlike other notable members of the series, Septim used military tactics and general wit to outsmart his opponents and unite Tamriel as one. Even if he didn't have many book smarts, that still takes a significant amount of intelligence to do. The impact he had on the universe is so massive that he is referenced in every Elder Scrolls title and is worshipped as a god.
