Jafar may not be focused on his appearance like some of the other villains, but you can't deny how stunning his character design is. And that's not meant to say whether he's attractive or not. It's the animation and style choices that gets Jafar on the guest list.
And, can you ever go wrong with red? Not just for his outfit, but once he takes control of Agrabah, he forces Jasmine to wear a red version of her off-the-shoulder top and harem pants. Plus all the gold accessories. So fashion or vanity may not be the d🥂riving force for him, but he sneaks it in𝓡to the movie for sure.

She May Not Rule The Sea, But She Is A Queen
Ursula is motivated by power, but she came into The Little Mermaid and devoured. No crumbs left. His end goal is to control New Orleans and rise above the rich and powerful. Who doesn't want that? Well, a lot of people, since he was using dark magic and sacrificing souls to do it. But, at least let him rule for a couple of days? Maybe?

Kuzco really talks about how scary and old Yzma is, but honestly, she's a fashionable woman. Of all the Disney villains, there are very few that ever have wardrobe changes, but Yzma has various looks throughout The Emperor's New Groove.
