It's the tallest peak in Tamriel, and is to the north of Cyrodiil, so it's extremely plausible.
Players seem to agr🦄ee that it is the place where you learn the iconic Thu'um in Skyrim. It seems to be a running theme in The Elder Scrolls series, as another player pointed out – "If you go to the top of the Throat of the World and look south, you can just see the top of White Gold Tower."
