If this does occur, the player simply isn't exploring enough. Virtually every consumable item a player would ever need, including more than enough ammo, can be found out in the game world.

This perk is a waste of time primarily because players will rarely find themselves having to buy items from vendors, except for the occa꧃sional rare weapon.
