Where To Find Katress
To locate this boss, you must go northeast from the Tower Ruins teleport statue, more precisely at the coordinates 241,-330. There, you will find a blue light circle that acts as a portal to a dungeon and it will transport you inside the dungeon once you interact with it.

How To Beat Katress
Once you arrive at the destination, you must interact with the portal to enter the dungeon, and Katress will begin attacking you once you're inside. Its first attack will be Shadow Burst, an AoE attack at melee range, which you should always try to avoid by keeping as much distance between you and Katress as possible.
To make this whole ordeal easier, you want to prepare yourself with enough Dragon-Type Pals that can hit some extra damage, such as Chillet or Azurobe. On the weapon side, any Bow or Crossbow will suffice, but if you want to wait and level up a bit more, getting a Musket or Handgun will prove immensely advantageous.
The two remaining attacks this enemy will use are two long-range techniques, with Flare Arrow being a strong and quick missile that you must avoid as best as possible, and Dark Ball a homing buꦐbble that you can destroy while it comes at you. Keep moving and let your Pals help you taking down its HP, and you should defe𝐆at it soon enough.
Keep in mind that this boss will respawn 30 minutes after being defeated.
