The ability to respec passive skill points can be unlocked within the first few quests of Act One. Overall, you'll need to unlock the Hooded One.
This NPC unlocks and becomes a permanent fixture after completing the quest 168澳洲幸运5开奖网:The Mysterious Shade. In this quest, you'll need to collect two keys by defeating Asinia and Draven, as well as the main boss for the quest.
