To begin Maiko's social link in Persona 3 Reload, you'll need to first overhear your classmates discussing the grade school kid at Naganaki Shrine. This will be one of the odd conversations you overhear on the way to scho🦩ol for the day, from your peers.

After learning Maiko's location, you can approach her at Naganaki Shrine, but Maiko won't open her social link until you give her some snacks first.

Specifically, Maiko would like an order of Weird Takoyaki from Octopia at Iwatodai Strip Mall, and she wants to wash it down with a MadBull from the vending machine on the second floor of the dorms.

Once you've given Maiko her food, your Hanged social link begins. From here, Maiko will be available at Naganaki Shrine on Mondays, Wednesdays, and Saturdays after school.
