10 BEST: Ame-no-Uzume 🌄

Ame-no-Uzume can be obtained through fusion or in the later areas of Madarame's Palace and serves as one of the better support Personas that Joker has access to. This persona comes equipped with Mazio, Magaru, and Meܫdia, giving it both elemental variety and healing prowess.

It later learns Nocturnal Flash, Baisudi, and Divine Grace, which are all very useful skills to have. Divine Grace is the skill you'll want to obtain the most, as it greatly enhances the healing capabilities of Media, whicꩵh is important as there isn't another great way to heal your entire party to full health this early on in the game. An Ame-no-Uzume wit🎀h Frei is also required for one of Caroline and Justine's requests, making it even more useful.

9 ♈ WORST: Koropokguru

Koropokguru is the lowest level Persona you can get in Madarame's Palace, a⛦nd it really shows. It comes equipped with Bufu and Makajama, two skills that🎉 are easily found on much better Personas.

The only really useful skill it learns is Fire Wall, which, again, is much more useful on a Persona with better stats. Since it learns Rakunda and Fire Wall, it's a decen𒀰t Persona to use infusion, able to make 🅰Personas such as Ame-no-Uzume and Jack Frost, who is just a much better version of Koropokguru.

8 BEST: ♍Shiki-🍌Ouji

Shiki-Ouji will꧅ frequently appear in the Palace as a red-level enemy, serving as a small mini-boss. This is one of the more interesting Personas that you have access to, as it completely nullifies physical and gun damage, whi💫ch can be essential in some situations.

It also only has one weakness, and a more uncommon one at that, making it one of the better defensive options around. Shiki-Ouji is best obtained by fusion with Regent, a treasure demon, giving it a ton of elemental variety and the Peerless Gaze trait. The buffs to technical damage do bypass its physical nullifi🦹cations, however, so do keep tha𓄧t in mind.

7 WORST: Hua Po ꦓ

Hua Po is anot♏her of the lowest leveled Personas found in this Palace and pales in comparison to a lot of the other Fire-based Personas available. It has Agi and Dormina as its innate skills, which are extremely common and can be found on a lot of better Personas. It only has 10 Magic and 4 Endurance, making it pretജty fragile.

Tarunda, Resist Forget, and Burn Boost are the skills you'll want to🅰 pa🐟ss onto fused Personas such as Yaksini and Suzaku. If you're looking for a viable Fire Persona, Orobas can be fused at level 17 and is also needed for the special fusion of Flauros.

6 BEST: Oni

Oni is likely the strongest physical Persona around at this point in the game, with a whopping 19 Strength and 17 Endurance. It comes equipped with Rampage, Counter, and Snap, and it later learns Giant Slice, Sharp Student, and Memory Blow🧸.

Oni is only obtainable from fusion in Madarame's , and it's advisable to choose Personas with potent physical attacks, stat buffs, or passive skills like ailment resists or elemꦍental resists. It's one of the few Personas at this point with two resistances and no we🙈aknesses, making it ideal for the boss battle versus Madarame.

5 WORST: Kusi Mitama ♉ 𒁏

With a base 17 Magic stat and the fact that it's one of the very few Personas this early on to come equipওped with a medium-level magic attack in the form of Psioღ, anyone weak to magic gets hit like a truck.

It has Rakunda as another innate skill, and when paired with Tarukaja makes Leanan Sidhe hit even harder. It later learns Eiga as well, another medium-level attack, and has the possibility to receive the Intense Focus trait, boosting the damage of single-hit magic attacks. Overall, Leanan Sid𝓀he has one of the higher damage outputs around.

3 WORST🌳: Koppa Tengu ♏

With mediocre stats, two weaknesses, and a common skill list, Koppa Tengu doesn't bringܫ much to the table to make itself stand out among other similar Personas. It comes equipped with Garu and Sukukaja and learns Growth 1, Taunt, Rage Boost, and Wage War.

A similar Persona of the same level is Kodama, which plays a similar role with much better pay off. Kodama's magic stat is higher, and it has a mꦏuch better list of skills with Garu and Psi to attack, Rakunda and Tarukaja for buffs and debuffs, and Evil Touch and Fear Boost for status ailments.

2 💛 ꦦ BEST: Izanagi

Atlus was ever so gracious enough to provide all of Persona 5's DLC for free within Royal, and that includes all of the DLC Personas. If you're not a fan of summoning🍒 these overpowered Personas for free in♐ the compendium, you're also able to fuse them like any other Persona.

As a protagonist's Persona, it's extremely balanced in just about every way, making it one of the more useful options for just about any battle. It comes equipped with Cross Slash and Zionga, some of the most power♑ful moves you have access to. It later learns Rising Slash, Dodge Physical, Mazionga, and Growth 3, making it a viable Persona for much of the mid-game.

1 ♎ WORST: Mokoi

Mokoi is another of the lowest leveled Personas found in Madarame's Palace and has arguably the least amount of𒀰 usage outside of fusion. Its innate skills are Tarukaja and Dazzler, and it comes with no attacking skills. It does learn Skull Cracker, but it doesn't have nearly as much Streng✃th as it would need to make good use of it.

It also learns Marin Karin, Dodge Elec, and Dekunda, all of which are better on different Personas. It doesn't have any brainwashing boost, and it already resists Electricit꧂y, making most of its skills far more useful on a fused🌼 Persona.
