8 Rage
Inflicting Rage on a target greatly increases their attack power but reduces their defense, evasion, and accuracy. Also, the target won't be able to use anything but melee attacks. This ailment can be useful, but it's limited to enemies who aren't physically a threat.
Unless you're sure you can defeat the enemy before their turn, you risk them hitting a party member twice as hard as usual. Even if their accuracy is reduced, if the hit lands, it could potentially kill someone. Using a Persona that reflects Physical attacks is a good way to make sure Joker doesn't die, and the enemy gets their attack handed back to them.
7 Sleep
Sleep is a good way to make sure a Shadow misses their turn once in a while, but it comes with the slight caveat that their HP and SP slightly recover with each turn. This can be negligible if they're already on the verge of death, but keep it in mind if you're having a hard time beating them.
They also recover from Sleep once they're attacked, so you have to make sure the hit really counts. Additionally, you can't negotiate with Shadows who are sleeping, so it's best not to use this ailment on any enemies you want to recruit or get items from.
6 Fear
Shadows inflicted with Fear will be too scared to act. However, there's also a chance that they'll escape, meaning you don't get any EXP from them. They'll also escape if you try to negotiate while they're inflicted with Fear, so it's not advised to use this ailment if you care about getting as much EXP as possible.
However, Fear can be an immensely useful tactic if you have the skill Ghastly Wail, which instantly kills all ♔enemies who are inflicted with Fear. Use wisely!
5 Confuse
Foes inflicted with Confuse will waste their turn by throwing away money, throwing away an item, or not acting at all. Besides being amusing to watch, this ailment is particularly useful for some extra cash. Dizzy shadows have their attack accuracy considerably reduced, making it difficult for them to land a hit. This can be essential against enemies who don't otherwise have any elemental or physical weaknesses.

3 Forget
An enemy inflicted with Forget won't be able to use any of their skills. They don't use any melee attacks either, so it's essentially a wasted turn. Forget is great to use against powerful enemies, but be cautious: in Royal, any attack or attempt to negotiate will make the enemy recover from it. It's best to finish them off with an All-Out Attack after using a Psychic skill on them. 2 Brainwash
Inflicting an enemy with Brainwash will make them attack an ally or use a healing or skill on your team. However, keep in mind that enemies under Brainwash will only use melee attacks against their allies, so it's more effective when you use it on an enemy that hits hard physically.
Brainwash also doesn't go away when the enemy is hit, making it extra valuable. And, as a humorous plus, trying to negotiate with a Shadow under Brainwash will give Joker unique dialogue options.
1 Despair
Enemies inflicted with Despair won't be able to act for three turns. They will lose some SP on every turn until the third, where they instantly perish. This ailment is basically an insta-kill that takes three turns to activate. If you don't want to deal with certain enemies or see the cool All-Out Attack end cards, using Despair is one way to get rid of them.
Despair goes away if you negotiate with the Shadow suffering from it. Though was also susceptible to this ailment in the original Persona 5, Royal has made him immune to it, so you'll have to beat him the old-fashioned way.
