It's not completely useless, however, as it comes equipped with skills like Tarunda and Ice Wall to act as ဣan early, niche defensive-skill user. At least its skills will forever live on within your masterfully crafted fusion creations.
9 𒁏 Koropokkuru

Found in Madarame's palace and Mementos, Koropokkuru isn't the strongest Persona by any means, although it will learn useful skills like Dodge Ice and Rakunda to pass onto stronger ice Persﷺonas.
By itself, it does have pretty good defensive capabilities with three resists, being Ice, Wind, and Gu🐭n. When facing a tough enemy or mini-boss, the elemental resistances will be invaluable.

Don't be deceived by these cute,🌠 paper-like spirits, as they boast very useful skills that can help craft a force to be reckoned wi🔴th. Sudama is the first usable Persona with Garula and gains passive skills like Ambient Aid and Apt Pupil.
Sudama is also an ingredient in the fusion of N🤡eko Shogun within the Strength Confidant, so make sure to pick one up in Chemdah within Mementos. Along with a wind reflecti༒on and a decent magic stat, Sudama is far from a bad choice.
7 ๊ ♋ Ippon-Datara
As a pure physical powerhouse, Ippon-Datara really shines. Ippon-Datara can be acquired in the second palace and Mementos and has a great Strength stat that makes use of its skills like Rampage and Sledgehammer. Sledgehammer certainly hits like a, well, sledgehammer, with its chance of inflicting the "Dizzy" ailment on enemies, which can be even further boosted by ski꧑lls like Ambient Aid.

While it does carry a sturdy-looking shield, it won't be blocking anything besides electricity, leaving Naga open to most types of attacks. All things aside, electrically weak Personas shutter a🅺t the sight of this serpentine warrior.
5 Arahabaki
Arahabaki is better known bജy its other name, "I'm going to block half of th🌠e attacks in the game". One of the best walls in the game, Arahabaki soaks up all physical attacks and says "no way, José" to Bless and Curse skills.
These attributes, coupled with Makarakarn and Defense Master make it difficult for enemies to penetrate this wall of pain. It won't be the greatest attacker on your team by any stretch, but it will certainly chip away at the enemy's sanity and set up the 🥃playing field for your hard-hitters.
4 Kumbhanda
An int🌃imidating sight for sure, Kumbhanda♎'s goal is to cut down the enemy's health with physical attacks and, quite literally, enrage them. Kumbhanda's primary focus is the "rage" ailment, seen in skills like Wage War, Rage Boost, and Stagnant Air.
While a lot of ailment-focused Personas get overlooked in favor of physically or magically strong ones, these underdogs can pick apart groups of enemies with ease. It also learns an essen๊tial skill for any Persona to keep bosses in check, being Dekaja.
3 Koumokuten ♛ ꦯ
Only available from fusion, this leader of Nagas has excellent physical capabilities and a great spread of useful skills. Any Persona t🧔hat can resist Physical skills is🔯 a great asset, especially when it also holds offensive potential.
Assault Dive and Deadly Fury hit harder 🦩than a truck when they're boosted with Koumokuten's Attack Master and Revolution, and it'll be surviving tougher enemies with Enduring So✃ul. It is also the only Persona in the game to learn Nuke Wall to cover ally weakness.
2 𒅌 Kurama Tengu
Kurama Tengu acts as one of the strongest users of Wind skills in the game, with Garudyne and Magar💮udyne make use of its decent offensive stats. This Persona also has its share of physical skills with Heat Wave and Brain Buster, as well as Masukunda to p🌳ut lead weights in your enemy's shoes.

If you're able to have it inherit some𒉰thing like Charge to double the power of your next attack, it's unlikely that the enemy will be anything but tiny pieces of what was once a revered deity.
