If your Pocket Monster seems a little too high of a level to not be evolv💮ing, try playing fetch with a stone or two. Pokémon like Eevee have even more than one evolution type depending on the stone, so make sure you hold onto them when you pick them up.

To figure out this evolution without any outside help, you'd have to study its evolution, Malamar. When looking at Malamar, you'll see that its just a bigger version of an upside-down Inkay. Even when knowing this, the first thing that comes to mind for evolving a Pokémon usually isn't, "let me flip my 3D꧃S upside down", which is ex🅷actly what needs to happen.

After level 30, Inkay will evolve if the 3DS is held upside down while leveling up. It's safe to assume that this mostly happens on accident, while you're playing Pokémon X & Y hanging off your bed, it'll seem like n💙othing even happened.
