6 Lugia

Lugia was introduced to fans through the second movie and as the title Pokémon in Gold and Silver.💞 Since then, it has become almost a myth, being nearly unavailable since Gen 3 across all the Pokémon games.

5 Shaymin

Shaymin is another rarely available Pokémon, due to it being on a very specific island past an area you can only get to in post-game Diamond/Pearl/Platinum. The remake helped out a lot i🏅n this regard making it level 60 and giving it a very high catching chance compared to before. But it hasn't been available as an event P꧒okémon since Gen 5 for the DS.

3 Meltan

The most infamous Pokémon that has been the hardest to catch over generations is Missingno, the missing Pokémon from t🌠he Pokedex. The only way to even encounter this Pokémon is through a 1/10,000 glitch that blurred the Pokémon in Gen 1.

Even catching one is hard because once you catch it, it turns into another Pokémon, meaning you didn't really catch the right version. The right version, when battling with it, has the c✨hance of corrupting your saved file. It is the hardest Pokémon to catch and nearly no one has because it can🎀't be transferred game to game.
