Any Pokémon found in rustling grass will always have a 5% encounter rate. Whimsicott is pretty potent as a battler thanks to its ability, Prankster, a high Speed stat, and a wide variety of move types, just barely keeping it in competitive Pokémon's third-highest tier, RU.
9 Sigilyph
Tཧhis Egyptian, bird-like...thing is exclusive to the Desert Resort area, where it has a 10% encounter rate among other Pokémon such as Sandile, Darumaka, and Maractus. Sigilyph has the lowest encounter rate in the area and is only found in the deep sand.
Sigilyph was most known for its ability, Magic Guard, which made it immune to residual damage like Sandstorm. Its great Special Attack and a move pool full of hard-hitting attacks gave it the potential to dish out some crazy damage, where its lack of defenses othꩲerwise held it back from true gre🐷atness.
8 Lilligant
As the counterpart to Whimsicott, Lilligant can be found in the same areas in the rustling grass, but only in Pokémon White and White 2. It has the sa♛me encounter rate at 5%, so finding one of these without evolving Petilil can take quite a while.
While aesthetically similar to Whimsicott, Lilligant is often seen as a much better competitor as one of the better Pokémon in the RU tier for a few reasons. On a Sunny Day team, Chlorophyll doubles its Speed up to 180, allowing it to easily use Quiver Dജance and barrel through teams with Energy Ball or Giga Drain.
7 Klinklang
Blurring the line between a living creature and a machine, Klinklang serves as one of the weirder Pokémon in the region, or even the series for that matter. It has a 5% encounter rate in the rustling grass at the P2 Laboratory in Black & White 2 alongside Stoutland and Magnezone.
Klinklang is often underestimated due to its appearance, mono-typing, and base stats, but after Shift Gear is used, it becomes an extremely deadly opponent. With its Speed and Attack shot way up, it can easily😼 use Substitute to make great use of its defenses and throw out powerful attacks like Gear Grind or Wild Charge.
6 Druddigon
As one of the weirder Dragons in the series, Druddigon is sadly forgotten among more popular Dragons like Garchomp or Flygon. While it doesn't boast the lowest encounter rate in the game, it ha𝓰s a 10% rate in Dragonspiral Tower but is unable to be found during Winter.
Druddigon is one of the scariest Dragons in Black & White, with a hi✃gh Attack stat and a defensive ability ♑in the form of Rough Skin that will force opponents to play around it carefully.
5 Cryogonal
With Klinklang, Cryogonal, and a few other oddlꦗy designed Pokémon, Unova has some of the more interesting Pokémon out of the other regions. Cryogonal can be extremely difficult to find, only having a 5% encounter rate during Winter on Twist Mountain.
Cryogonal mainly sees usage as a hard-counter to field hazards with both Levitate and Rapid Spin, as well as walling out Special Attackers with its insane Sp. Def stat and firing the occasional Ice Beam or providing support with screens or Haze. While it may be a bit difficult to use, it ends up being one of the best supporte😼rs in RU.

Amoonguss is an extremely bulky fighter that is difficult to take down due to its signature ability, Reꦉgenerator, as well as Black Sludge and Giga Drain. It's one of the best Pokémon to allow safe switches to other team members, otherwise known as a Pivot.

Bisharp is simultaneously a very difficult Pokémon to find in the wild and one of the best Pok✃émon in the entire game. With a measly 5% encounter rate, Bisharp can be found in the dark grass of Route 11 along with Karrablast.
At the top of𒁃 the UU tier, Bisharp can dismantle opponents with its base 125 Attack and a scary Swords Dance. With great typing and defenses, it can be dif𒁏ficult for opponents to take down Bisharp if they haven't already done so in its first few turns, making it quite the effective sweeper and Sucker Puncher.
