8 Togekiss

The two most iconic aspects of a bee a💛re its black and yellow stripes as well as the geometric patterns its honeycombs take. The designers at Game Freak decided to just mash those things together when creating Combee. The series has had other bee and wasp Pokémon in the past, but Combee does a great job at communicating how cute bees can bee. There's no edge or anger to t𝕴his Pokémon and that's displayed through the 3 joyous faces on the front of its body. It may not win many battles, but it certainly will improve your mode.
5 Riolu

Its shell is made of soil and grows harder with every drink of water Turtwig digests.
3 Shinx
Earlier it was talked about with Ri🔜olu that it's beloved because it evokes the feeling of real dogs. The same can be said for Shinx, but for those who love cats and kittens. This little thing gives off strong Simba vibes and the pastel blue fur mixed with the star imagery makes it a beautiful sight to look at. They also happen to glow if they feel like they're in danger, so trainers can feel comfortable taking them for walks knowing their Shinx is a living alarm system. Its eyes are also very big and welcome in any and all love.
2 Mantyke
Mantyke coming in at #2 on this list mꦫay seem a bit out of nowhere considering the Kite Pokémon rarely gets talked about. When looking at which Pokémon were the cutest in the Sinnoh region, it was hard to deny the appeal of Mantyke.
Its rather large eyes and lashes make it feel real feminine and approachable. It has patterns on its back that vary based on what region it hails from. You'll be hard-pressed to find one in 🅷the wild not alongside a school of Remoraid as the two Pokémon have a strong symbiotic relationship with one another.
1 Piplup
It's hard to find two statements as true as the ideas that people love penguins, and Pokémon fans love Water-type starters. Those two things are intrinsically true and that's why Piplup is such a beloved Pokém♐on. This tiny little blue flightless bird found its way into the hearts of trainers across the globe. On top of being a blue penguin, it also happens to look like it's wearing a toddler's outfit. It also happens to be the Water-type version of Charmander, meaning its hard to obtain loyalty from an꧋d only the highest-skilled trainers find success raising them.
