This questline is available until September 1, 2021 at 12 a.m. local time. You can only start it if you've completed a past Special Research questline title A Troubling Situation. Here are all of the research steps and rewards, as well as a bit of info about Shadow Ho-oh!

Shadow Ho-oh Info
Shadow Ho-oh is a fantastic addition to your raid team, but it doesn't take the top spot as a Fire-type or as a Flying-type. In PvE, it'll do great with Extrasensory or Incinerate as its Fast Move, and Brave Bird or Fire Blast as a Charge Move.
If you're powering up your Shadow Ho-oh, you're looking at a maximum possible CP (with perfect IVs) of 4,367. Shadow Ho-oh's max Attack, Defense, and Stamina are 239, 244, and 214, respectively. The boost it receives to its attack from being a Shadow Pokemon is nice, but Shadow Ho-oh is still outclassed as a Fire-type and as a Flying-type by Shadow Moltres and Shadow Charizard.
In PvP, Shadow Ho-oh will serve you much better than in PvE. It's not the best of the best, but it's dependable and pretty decent. It'll do well with Incinerate and either Brave Bird or Earthquake (or both!).
Whether you're battling in PvE or PvP, watch out for Rock-type moves, as Ho-oh is double-weak to them.
