20 Naganadel
Naganadel is a unique Pokemon for many reasons. For starters, it's one of the few legendary Dragon Pokemon that can evolve from another creature – Poipole. Another fact about Naganadel is that it's an Ultra Beast, so it's rare to see, even more so than other legendaries.
Outside of Naganadel's origin, it's a great Pokemon with a high Special Attack stat. Additionally, Naganadel doubles as a Poison-type, granting it a rare typing that can be useful in many battle situations.
19 🌌 Type: Null ꦰ
Similar to Naganadel, Type: Null has an evolutionary line in which it can evolve into Silvally. You can make Type: Null hold items in the Pokemon video games that allow it to switch its type, so while it's not a Dragon-type naturally, it has the potential to become one.
Since Type: Null is versatile in its typing, it's a fun Pokemon to use if you only want a Dragon-type on your team some of the time. Type: Null has roughly equal stats, except for its Speed stat, which is lower than the rest. If you're just starting out on your Pokemon journey, then Type: Null is a great addition to any trainer's team.
18 𝔍 🅠 Silvally (Dragon Memory)
Silvally is the evolution 🦂of Type: Null, a m🔜an-made Pokemon designed to either replicate or to attack and dethrone Arceus. The experiments were initially a failure, but one (or two) were saved by Gladion during the events of Sun And Moon.
Since Silvally takes after Arceus, the RKS System allows it to change type based on its held item. The Dragon-type Silvally gets a cyan color o🐬n its fins and head. It looks cool, but it is stil🦋l Silvally, a Pokemon so thoroughly mediocre that its pre-evolution has more uses in actual battles.
17 Guzzlord
Guzzlord is a bit of a lesser legendary since it's technically an Ultra Beast. It's also not a great Pokemon, barely scraping by above the lowest tiers of play as a literal beast from an alternate realm. By all accounts, it's just terrible.
However, Guzzlord benefits from its wonderfully unique design. It has a huge mouth, a literal abyss that is capable of devouring the world. It also has goofy crab claws and an extra head on top of its body for some unknown reason. It's one of the weirdest of the Ultra Beasts and deserves love like all the rest of them.
16 Regidrago
Regidrago is one of the new legendaries introduc𒁃ed in The Crown Tundra and is a member of the Legendary Titans. Similar to Regice and Regirock, both Regidrago and Regieleki boast a huge 200 in one of their base stats. For Regidra🧸go, this goes into its HP stat.
Neither Regidrago nor Regieleki are visually that cool, but Regidrago in particular is kind of dopey. It's spherical, with two halves of a dragon's maw on its sides serving as arms. Its signature move, Dragon Energy, is similar to moves like Eruption or Water Spout. With such a slow speed, it'll rarely get a chance to get a powerful blast out. It may have other uses, but its design holds it back.
15 🔥 Ultra🎐 Necrozma
Ultra Necrozma is a special form of the mysterious Psychic-type legendary introduced in Sun and Moon. In U💧ltra Sun and Moon, Necrozma can fuse with either Solgaleo or Lunala into two different forms. After equipping this special form with the Ultranecrozium Z, Necrozma can transform in battle to become Ultra Necrozma.
Ultra Necrozma still has its Psychic-typing but also boasts the Dragon-type. Ultra Necrozma has an absurd stat-line and can use multiple powerful signature attacks, including a special Z-Move. Like other legendaries that could Mega Evolve before it, it's just incredibly strong.
14 ꦜ Arceus (Dragon Plate) 𒆙
Arceus is considered the creator of all Pokemon, one that helped form the universe along with the other mythical beasts introduced in Diamond And Pearl. It's technically a mythical Pokemon but can be considered sufficiently legendary enough for this list.

Arceus can change its typing based on what type of Plate it's holding. So, while holding a Dragon Plate, Arceus becomes a Dragon-type, along with its signature move, Judgment. It is only barely a Dragon-type, but it's obviously going to be one of the best. That's the kind of privilege a literal PokeGod gets.

Zekrom was one of𝔉 the three main legendaries in Pokemon Black And White, and fans of this creature remember it for its ferocious Electric-type attacks.
Zekrom is very large and many trainers throughout the Unova region fear this Pokemon because of how terrifying it looks. Zekrom's appearance, coupled with its powerful Electric/Dragon-type, makes it one of the most interesting Pokemon introduced in Generation 5.

Latios and Latias are twins of each other, and they look and act very similar in nature. Both of these Pokemon gained a mega evolution in Generation Three, and you can obtain them early in the story of Omega Ru𒉰by And Alpha Sapphire.

While Walking Wake is a Water and Dragon-type legendary, its Protosynthesis ability boosts its highest stat in the sun – or when it is holding a Booster Energy. It even boasts access to both Flamethrower and Hydro Pump🐼 in its moveset, allowing it to take advantage of its distinct combinatioඣn of typing and Ability.
Each of Walking Wake's companions boasts a 590 BST, but Walking Wake specializes in both Speed and Special Attack, with 109 in the former and 125 in the latter.
