Blue is easily one of the better rivals in Pokémon, as he not only stays one step ahead of the player at all times, but is one of the only rivals to actually beat the Elite Four before the player and become champion. While Silver doesn't reach these same heights in the generation two games, his backstory as Giovanni's son, as well as his growth as both a trainer and a person makes him a far more entertaining rival than Blue, as Professor Oak's grandson often comes off as overly obnoxious and overly sure of his own skills. His likeness and personality were also used for Paul in the Pokémon anime, being remembered as oಌne o🔯f the best rivals Ash has ever had in his adventures.
5 🌳 Anime Counterpart: Red
This is an easy win for Red, as Kris' anime counterpart was only shown in a single episode as a minor character, while Red has multiple different iterations in animated form. His most significant is as Ash, the central character of the entire series, as many of the same Pokémon Red caught in his adventures were also caught by Ash, including Pikachu and Charizard.
