In fact, before looking into getting its final stage, you should make sure Seadra learns Dragon Pulse at level forty-one and Hydro Pump at level fifty-one, as even though Kingdra learns those at the same level, lower-tier evolutions are always a little easier to level up than their final forms are.
To turn it into a Kingdra, you'll need to get your hands on a Dragon Scale and have a friend trade i𝐆t while it's holding the item and trade it back.
