Milo's only hope would be his signature Pokémon, Flapple or Appletun. Both of these Pokémon are Grass/Dragon-types which can hit Raihan's Dragons for super effective damage. However, Raihan ca🅠n hit back just as hard with his own Dragons.

One of the biggest weaknesses of Dragon-types is Fairy. Fairies are completely immune to Dragon-types and can hit them for super effective damage. Naturally, the Fairy-type specialist, Opal,♑ would be able to shut down Raihan's Dragon team.
Raihan does, however, possess a good counter to Fairy-types in the Steel/Dragon-type Duraludon. With a Steel-type attack, Duraludon could deal a lot of damage to Opal'🤪s entire team aside from Mawile. But if Opal can overcome Duraludon, the rest of Raihan's team should be a piece of cake for her.

As a Water-type specialist, Nessa would be able to 🌳defeat Raihan's two Fire-types, Torkoal and Turtonator, with relative ease. However, the rest of Raihan's team has the defensive and offensive advantage over her.
Without any Dragon or Fairy-type attacks across her team, Nessa can o🍸nly hit Raihan's Flygon and Goodra for super effective damage with her Quagsire's Ice Punch. In addition, Nessa's Gigantamax Drednaw is at a huge type disadvantage against Raihan's Gigantamax Duraludon.

After Opal retired from being the Gym Leader of Ballonlea Stadium, she recruited Bede to take over for her. Like Opal, Bede spec𒅌ializes in Fairy-types, giving him an overall type advantage over Raihan's Dragons.
The only Pokémon Bede really needs to watch out for is Raihan's ace, Duraludon, who can hit most of his Fairy-types with a super effective Steel-type move. Other than that, Bede's Fairies should be able to outmatch Raihan's team🌜.

Kabu's fire team arguably has one of the worst matchups against Raihan🦄. His ♓fiery offense is weak to both Raihan's Fire and Dragon-types.
In addition, most of Kabu's team can be ๊wiped out by an Earthquake from Raihan's Flygon or Turtonator. Raihan's Goodra also carries Hydro Pump to put out Kabu's entire team.

Melony is the Ice-type Gym Leader of Circhester Stadium in Shield version. Interestingly enough, Melony's Ice-types have the type advantage over Raihan's Dragons but are weak to his Fire-types. Raihan's Duraludon also puts Melony in a tough spot since Steel-type attacks are super effecti🍷ve against Ice-types.
S꧟till, Melony's key to victory lies with ♔her Gigantamax Lapras. As a Water/Ice dual-type, Lapras' Hydro Pump can take of Raihan's Fire-types, its Blizzard can sweep through his Dragons, and its defenses can hold up against Duraludon.

Aside from 🐷the Dynamax disadvantage, Piers' Dark Team would have a fairly even matchup against Raihan. If Piers were to Dynamax his Pokémon, it'd be interesting to see how that would change the outcome of the battle.
1 Would Lose To: Marnie 🎀
Unlike Piers, his younger sister and Gym successor, Marnie, does, in fact, take advantage of the Dynamax and Gigantamax phenomenon. As a Dark/Fairy-type, her G🀅igantamax Grimmsnarl plays a key role in taking down Raihan's team.
Grimmsnarl can take care of Raihan's Dragons🅷, while the rest of Marnie's team can deal with the Fire-types. Because Raihan's Duraludon has a slight advantage over Grimmsnarl, Marnie would 🐭be smart to use one of her Fighting-types to finish it off.
