Signalis is not a run-and-gun style game. You don't even get your first pistol until around an hour in, and ammo for it isn't exactly plentiful. This also goes for things like health recovery items and defensive tools; if you find something, take good care of it, because there's a distinct chance you're not getting another for a little while.
For health recovery items, in particular, try to refrain from using them unless you're in dire straits. You can see Elster's health on the left side of the inventory screen; unless she's on the absolute verge of death, save your health recovery items.

There are both regular endings and one true ending, the former of which are determined by your playstyle.
