As for when you can use these suits in the game, Insomniac says they became available after the player builds the Advanced Suit. That is pretty early in the game, so most players will be able to access the Upgraded and Stealth suits right away. It is certainly a good thing to see Sony continuing to support Marvel's Spider-Man. DLC has slowed down however, and it isn't likely we'll be getting any more expanded stories or new suits in the near future.
